Steven
van Beverhoudt
Virgin Islands Inspector General
Steven van Beverhoudt was born on St. Thomas, Virgin Islands,
and graduated "cum laude" from the then College of the
Virgin Islands (now University of the Virgin Islands) in May 1979
with a Bachelor of Arts degree in Accounting. While in college,
he was a member of the President's Club; was recognized in Who's
Who Among Students in American Universities and Colleges; and
was a recipient of the Wall Street Journal Award upon his graduation.
He started his government service in November 1978 as an Internal
Revenue Agent for the Virgin Islands Bureau of Internal Revenue.
During his six years with the Bureau, he moved up to the level
of senior Internal Revenue Agent. In August 1984, he transferred
to the Virgin Islands Bureau of Audit and Control as a Supervisory
Auditor, later being promoted to Audit Manager. In 1989, Steven
was appointed as the first Inspector General, and was re-nominated
for a third term in June of 2002.
Steven is a Certified Fraud Examiner (CFE) and a Certified Government
Financial Manager (CGFM). He has also received numerous certificates
for continued professional education in auditing techniques and
fraud investigations.

Delia
Thomas
Deputy Virgin Islands Inspector General
Delia Thomas was born on St. John, Virgin Islands. She graduated
from Thiel College in Greenville, Pennsylvania in May 1987, obtaining
Bachelor of Arts degrees in Business Administration and Accounting.
Delia later attended the University of the Virgin Islands, obtaining
her Master's of Business Administration in 1995.
Prior to working for the Virgin Islands Government, she was a
management trainee for the Virgin Grand Hotel on St. John, and
a staff auditor with the CPA firm of Ernst & Whinney. Delia
started her government career in June 1989 as an junior Auditor
with the Virgin Islands Bureau of Audit and Control, working her
way up to Audit Manager in 1999. In March of 2001, she was appointed
acting Deputy Virgin Islands Inspector General, eventually being
promoted to the position in June 2002.
