The Office of the Virgin Islands Inspector General released its report on the investigation into the purchase of the Devcon property by the Virgin Islands Water and Power Authority. The investigation concluded that the failures associated with the purchase of the property rested primarily with the former WAPA Board. Although no criminal misconduct was found, the former Board was negligent in not monitoring the events that ultimately led to the purchase of the Devcon property.
